Chris Fillion was diagnosed with Fetal Alcohol Spectrum Disorder (FASD) and Attention Deficit Hyperactivity Disorder (ADHD) around the age of 10 or 11 years old when he entered the child and family services system. This period marked the beginning of a comprehensive understanding of his conditions, which has shaped his journey and advocacy work.

Chris has experienced the justice system firsthand and is a prime example of how people can fall through the cracks. When transitioning out of child and family services into independent living, he was abandoned without adequate support and supervision. This lack of understanding and guidance led him to fall in with a bad crowd where he was taken advantage of and coerced into doing things that resulted in his entry into the justice system in 2004, just a few months after beginning independent living.

About Chris..

Chris Fillion is a passionate advocate for the FASD community and an experienced outreach worker. He previously served as a program coordinator for Initiatives for Just Communities (IJC) and Visions and Voices. Visions and Voices is a speakers’ bureau comprised of adults with Fetal Alcohol Spectrum Disorder (FASD). The bureau aims to increase community awareness, reduce stigma, and promote healthy living through storytelling. Presenters share their narratives of hope, struggle, and achievement, engaging diverse audiences including educators, families, law enforcement officers, caregivers, and social workers throughout Manitoba and beyond.

Currently, Chris works in Shared Living Services, Community Supports & Outreach at New Directions – For Children, Youth, Adults & Families. Shared Living Services supports adults who have faced barriers to learning independent living skills, helping them strive for greater autonomy. The services provided focus on teaching practical skills for independence and fostering relationships to enhance the quality of life and success in independent living.

In addition to his professional role, Chris is a dedicated foster parent with the Awasis Agency of Northern Manitoba, which is committed to protecting and supporting children in Northern Manitoba’s First Nations communities while preserving their cultural heritage.

Furthermore, Chris serves as a board member of the FASD Coalition in Manitoba, a position he has held for several years. With a profound understanding of the needs and aspirations of the FASD community, Chris ensures that their voices are heard, supported, and empowered.
